Mr. Robert was one of the initial founders of the section in 1947. At that time the section was called the Southern Tier Chapter. The chapter was formally incorporated into the National ASQC Organization in 1949. It is interesting to note that one of the first quest speakers in 1947 was Joseph M. Juran .

Mr. Robert was a driving force striving for the advancement and recognition of the quality profession at all levels. Mr. Robert was active in Community affairs and obtained a high level of admiration by his co-workers. Mr. Robert later became a National ASQC President.

This award is presented annually to the section's most deserving member for outstanding effort and dedication towards the advancement and recognition of Quality Principles, Practices & Values.
